Policy currency is critical — if the knowledge base contains outdated policies, the system gives wrong advice to employees at scale. Governance of the knowledge base is as important as the technology.
Some HR questions have legal implications (disciplinary, grievance, absence). Define which question types require human HR involvement and make escalation easy.
Clear attribution (the system should cite the policy it's drawing from) helps employees trust the answer and creates an audit trail.
The governance question is as important as the technical question: who owns keeping the knowledge base current, and what is the process for updating it when policies change? Decide this before launch.
Experiment starter: Build a simple RAG system over your HR handbook and your top 10 most-referenced policies. Have the HR team test it with 50 questions they receive regularly and rate accuracy. If the system answers 80%+ correctly with appropriate policy citations, run a two-week pilot with a small group of employees.
