The decisions-required section is the one that changes meeting behaviour. Most executive meetings drift because nobody stated at the outset what had to be decided.
Outstanding actions carried from previous minutes are the most reliably useful content and the most reliably forgotten. Automating just that would justify the work.
Keep it to one page. A comprehensive briefing is an unread briefing, and executives will judge the tool on the first one they receive.
