Watermelon reporting — green on the outside, red inside — is the problem to solve. Prompt the model to compare the narrative against the milestone and spend data and flag where they disagree, which is the tell.
Consolidation across inconsistent templates is exactly what a language model is good at, and it removes the PMO's least valuable and most resented task.
Do not let it assign the RAG status. Surfacing the contradiction is legitimate; overruling a programme manager's own assessment is a governance decision.
Experiment starter: Run last quarter's project reports through the consolidation and ask it to flag every case where the narrative and the milestone data disagree. Check those against what subsequently happened.
