Confidentiality is the whole basis of a speak-up channel. Any AI processing must be in a controlled environment with strict access, no training on inputs, and no exposure of report content to general-purpose tooling.
Linking apparently unrelated reports is the genuine capability gain — serious issues usually generate several low-severity reports before anyone connects them.
Never let the model downgrade severity. It can escalate and it can flag connections, but the floor on severity must be set by policy and by a person.
Experiment starter: Run historic reports through pattern detection and check whether any issue that later became serious had earlier related reports that were handled separately.
