Shadow IT means the finance ledger and the identity provider disagree about what you are running. Reconcile card spend, the ledger, and single sign-on logs — the tools that appear in only one of the three are where the waste is.
Do not reclaim seats automatically. A dormant licence may belong to someone on parental leave, and reclaiming it lands badly and pointlessly.
The saving lands at renewal, not at analysis. Sequence the work to arrive ninety days before each renewal date or the insight expires unused.
Experiment starter: Reconcile card spend, the finance ledger, and SSO logs for one quarter. Count applications appearing in only one source, then quantify seats with no login in ninety days across your five largest contracts.
